Regional Vice President - Human Resources - West Coast

# Job Description:
As the Regional Vice President of Human Resources you are responsible for planning, implementing and supervising the Human Resources functions as directed by the Vice President of Human Resources within the region assigned.
The Regional VP of HR is responsible for all aspects of human resources management including: regulatory compliance, employee relations, salary and wage administration, benefit administration, employee relations & development, workers? compensation, partnering with talent management, as well as, the development and training of the region(s) on personnel policies and procedures.
Works directly to support strategic business initiatives set forth by the Senior VP of Human Resources.
Directly reports to the Senior VP of Human Resources.
KEY JOB FUNCTIONS
Manage and lead the full scope of human resources within the designated region.
Manage and lead a human resources team in a multi-state, multi-facility, international territories environment.
Build, roll out and scale systems and processes, within the HR scope of focus, that drive operational efficiencies and effective measureable outcomes.
Identify and drive human resource best practices.
Lead the implementations of a Human Resources plan for growth, partnerships, mergers and acquisitions where applicable.
Lead the organization with methods and actions that are ethical and in full compliance with all applicable laws, regulations, and Company policies.
Identify compliance risks and take actions necessary to eliminate or minimize risks.
Champion, within the organization, a commitment to honesty, integrity, and responsible corporate behavior.
Constantly perform internal and external research and benchmarking to adapt best practices, continuously improving recruiting practices, as well as retention and development results.
Partner with the Leadership team to execute development programs that drive effective human resource management, quality retention, high quality leadership and best practices within the organization.
Conduct regular program evaluation, within the scope of focus, to measure: effectiveness, impact, value, and sustainability. Adjust as needed
Consistently ensure that personnel policies, procedures, and practices comply with applicable federal, state and local laws and are consistent with organizational values. Monitor and verify compliance.
Implement and manage performance management systems to support leadership and drive high quality measurable and strategic organizational outcomes.
GENERAL RESPONSIBILITIES
Maintain a current level of knowledge and skills required to effectively serve in this position. This is accomplished by participation or membership in appropriate local, regional, or national professional associations, by attending workshops or classes, by networking with colleagues, and through current professional literature.
SUPERVISORY RESPONSIBILITIES
Responsible for supervision of Human Resource managers and team members within the designated region.
EDUCATION
Bachelor's Degree required with a Master?s Degree in human resources or healthcare preferred.
Senior Professional in Human Resources (SPHR) preferred
Prior experience in organizational design & development is highly desired.
EXPERIENCE
Required a minimum of 5 years of prior human resources experience; 2 years within a leadership level in a large organization.
Prefer a minimum of 3 years human resources experience in behavioral or mental health, or health care, with multi-facility, multi-state environment capacity.
Experience and knowledge in human resources, at both a federal and multi-state level, within the region assigned; including knowledge of laws and regulations governing employment and personnel administration
Previous experience in overseeing the activities of a large number of employees in multiple sites and multiple states highly desirable.
Proficiency in word processing programs, preferably MS Word, and spreadsheet programs, preferably MS Excel. Internet skills.
LANGUAGE SKILLS
Superior verbal, written, and presentation skills. Keen attention to detail. Ability to read, analyze and interpret technical human resource journals, financial and benefit reports, and legal documents. Prefer dual language in Spanish, additional languages helpful.

Policies & Procedures - articulates knowledge and understanding of organizational policies, procedures and systems. Able to articulate, develop and deploy organization wide policies and procedures, identifying and filling gaps that drive quality human capital.
PC and Technology Skills - demonstrates proficiency in Microsoft Office applications and others as required. Data driven, and innovative in creating efficiencies and effectiveness in HR and the organization as a whole. Proficient in HRIS systems; leveraging them to drive outcomes and efficiencies organization wide.
Financial Management - applies tools and processes to successfully manage to budget. Experience with developing human resources programs that impact the bottom line, e.g. , cost per hire, and benefit packages, wage proposals and creative compensation initiatives.
Project Management - assesses work activities and allocates resources appropriately.
Performance Management ? Deploys and guides effective performance management through the year within the organization.
Scale ? Thinks, and builds, in terms of systemic scalability through process improvement and systems design within in the current operation; as well as manages plans around growth, mergers and acquisitions when required.
Human Resources - Knowledge of all applicable federal, state and local employment laws and regulatory compliance requirements in a multi-state, and international territories, environment. Experience with wage and hour regulations, safety and workers? compensation issues, OSHA, labor relations, labor law issues, and benefits administration.

CERTIFICATES, LICENSES
Preferably SHRM certified as a Professional or Senior Professional (PHR/SPHR) or equivalent.
Valid Driver?s license.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
