JOB SUMMARY
As the personnel compliance administrator within Human Resources you are responsible for planning, implementing and managing compliance within the human resource department.
The personnel compliance administrator is responsible for all aspects of human resources compliance in order to drive compliance at the highest level of excellence in accordance with local, state, federal and international law; including contracts, grants, licensure, facilities and operational obligations for the organization. The personnel compliance administrator both supports, and holds human resources accountable, to its mission of being a ?Service Center of Excellence? within the organization.
Works directly to support strategic business initiatives set forth by the Senior VP of Human Resources.
Directly reports to the Senior VP of Human Resources.
KEY JOB FUNCTIONS
Develop and implement compliance strategies and initiatives aligned with the overall business strategy, as well as initiatives within the HR department.
Ensure legal compliance with all local, state and federal laws. Processing all paperwork, reports, and documents associated with HR functions such as FMLA, OSHA, EEOC, FLSA, Workers Compensation, etc.
Ensure HR is in compliance with all personnel files, regulations, initiatives, and human capital surrounding licensure, grants, contracts, facilities requirements, and operational obligations; performs internal audits, partners with HR team members and other departments where applicable to achieve this
Develop and monitor overall HR strategies that keep the HR department performing at the highest level of excellence as it relates to compliance
Bridge operational management , employee communication and the HR department on all compliance related matters
Implement and annually update compliance programs and strategies that cultivate overall business objectives; and reduce litigation, while creating greater efficiency and effectiveness in any and all audits
Assess and advise through gap analysis on compliance and legal matters nationally and internationally
Report to management and provide decision support through HR metrics
Establishes and maintains department records and reports.
Participates in departmental meetings nationally and operational staff meetings within region; attends other applicable industry meetings, such as seminars for continued growth and networking.
GENERAL RESPONSIBILITIES
Maintain a current level of knowledge and skills required to effectively serve in this position. This is accomplished by participation or membership in appropriate local, regional, or national professional associations, by attending workshops or classes, by networking with colleagues, and through current professional literature.
SUPERVISORY RESPONSIBILITIES
This position has no direct reports, though may delegate and direct work through local operational administrative team members, or other HR managers and team members, from time to time as necessary.
EDUCATION
Bachelor's Degree required, with PHR certification preferred or equivalent experience preferred.
EXPERIENCE
Required a minimum of 3 years of prior human resources experience; 1 year within a leadership level in a large organization.
Prefer a minimum of 2 years human resources experience in behavioral or mental health, or health care, with multi-facility, multi-state environment capacity.
Experience and knowledge in human resources, at both a federal and multi-state level, within the region assigned; including knowledge of laws and regulations governing employment and personnel administration
Proficiency in word processing programs, preferably MS Word, and spreadsheet programs, preferably MS Excel. Internet skills.
LANGUAGE SKILLS
Superior verbal, written, and presentation skills. Keen attention to detail. Ability to read, analyze and interpret technical human resource journals, financial and benefit reports, and legal documents. Prefer dual language in Spanish, additional languages helpful.

Policies & Procedures - articulates knowledge and understanding of organizational policies, procedures and systems. Able to articulate, develop and deploy organization wide policies and procedures, identifying and filling gaps that drive quality human capital.
PC and Technology Skills - demonstrates proficiency in Microsoft Office applications and others as required. Data driven, and innovative in creating efficiencies and effectiveness in HR and the organization as a whole. Proficient in HRIS systems; leveraging them to drive outcomes and efficiencies organization wide.
Project Management - assesses work activities and allocates resources appropriately.
Scale ? thinks, and builds, in terms of systemic scalability through process improvement and systems design within in the current operation; as well as manages plans around growth, mergers and acquisitions when required.
Human Resources - knowledge of all applicable federal, state and local employment laws and regulatory compliance requirements in a multi-state, and international territories, environment. Experience with wage and hour regulations, safety and workers? compensation issues, FSLA, FMLA, OSHA, labor relations, labor law issues, and benefits administration.

CERTIFICATES, LICENSES
Preferably SHRM certified as a Professional or Senior Professional (PHR/SPHR) or equivalent.
Valid Driver?s license.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
